1. HTC Titan II
HTC made public debut of Titan II at CES 2012. There are two things that makes you interested in this phone. First of all It's a windows phone. After Lumia 800 from Nokia, this is going to be the leading windows mobile phone with  best performance. The second thing that you should notice is about its 16 MP in the back making it the first windows phone to do so.

Your best bet is LG Optimus One P500. It is the highest selling android phone in India because of best possible specs at that price range. If you could increase your budget to 15000, Samsung Ace Plus is the best option available today. Just remember most low end android phones have very low internal memory apart from low RAM and low processing speeds. You will need at least 600 Mhz of processing speeds and at least 512 MB RAM. There is also Motorola Fire XT with decent features, but you will have search a little more before trying it.

I believe LG Optimus One is the best bet now for over a year in the sub-10000 market. Motorola Fire XT can be useful at 12500, but Samsung Ace Plus is the best phone at about 15000 among all of them. Most low end android phones have low internal memory which can be pretty limiting. Besides you need at least 512 MB RAM and 600 MHz processor to cope with Android's software.
